Can't have Chinese input ! ;(

I've tried MDK 9.2, RH 9.0. In both distributions,
when I keyed in "chinput", it tells me that "Chinese input server is already running". But I just can't bring up the chinese input window by pressing ctrl+space.
why? I haven't used Linux for a while and I remember I didn't have this problem with MDK 8 and 9 and RH 8 ah.
my .i18n file is like this:

LANG=en_US
LC_CTYPE=zh_CN.GB2312
XMODIFIERS=@im=Chinput
LC_MESSAGES=en_US

改成
LANG=zh_CN.GB2312
