(help) BBS Firebird2000

I have installed the fb2000 following the instruction given in the INSTALL file.
Also I can use the command
telnet localhost 2000
to access the welcome message.

But I can not new a user SYSOP as expected.
The feedback is " the connection is closed by foreign host "
Why????
