请教网页字符编码的问题

我在自己的机子上搭建了一个小型论坛，用的是gentoo＋apache2＋php，问题是，用编码是gb2312的，可以正常显示；但是用编码是utf8的网页，显示就是乱码，虽然手动调整firefox的编码，暂时显示正确，但是一旦刷新就又乱码了。谢谢。apache2的字符设置如下：

问题是楼主的网页里设置字符集了没有……
