cgi-bin目录无法进入的问题

我的配置文件如下：

icon文件同manual文件都能正常访问，就是cgi-bin文件进不了，它的权限是755,还会是哪的原因啊，帮帮忙嘛！谢谢

是不是应该是 http://localhost/cgi-bin/xxx.cgi 这样访问呢？

直接 http://localhost/cgi-bin/ 我的apache2 也一样是403
