help急！！2.6.11.7在make时的错误！

在make的时候每次到了这一步
CC [M]  net/ipv4/netfilter/ipt_TOS.o
都会出现下面的错误：

可是他说的那个.h文件本来就不存在啊？请问这是怎么回事？！我好着急！！
