a question about bbs install

I do not know whether it is proper to ask it here.
I am trying to install a bbs system on rh9.0,but when command telnet localhost
an error occour.
BBS 最近 (1,5,15) 分钟的平均负荷分别为 0.13, 0.20, 0.24 (目前上限 = 20).
