linux下安装arm-elf-tools之后，make不能

我安装的交叉编译工具是arm-elf-tools,是不是必须要设置环境变量?比如
        建立环境变量
       [uboot@localhost ~]vi ~/.bashrc
       export PATH=/usr/local/arm/2.95.3/bin:$PATH
    我没有建,在make makefile时提示:
       [yangyang@ebio-80200 u-boot-1.1.4]$ make makefile
       make: *** No rule to make target `makefile'.  Stop.
    和
       [yangyang@ebio-80200 u-boot-1.1.4]$ make
       System not configured - see README
   是不是因为没有配置环境变量?是不是指向我装的arm-elf-tools的路径就行了?

   如果我想编译uclinux是不是还要设置很多环境变量,装很多工具?
